Indian Associations Penang Bye Laws
UPDATED AND EFFECTIVE FROM 19th May 2010

1.MEMBERSHIP CARDS
All members are provided with membership cards and these should be carried when visiting the Association premises. Any one unable to produce a valid membership card may be refused entry or be evicted from the Association premises by any member of the Committee or by an authorized person of the Association.


2.HOURS OF OPENING OF BAR & RESTAURANT
The facilities of the Association premises shall be open to the members and their guests between 6.00 pm and 12.00 midnight on non band days and between 6.00pm and 1.00 am on band days and days designated by the Management Committee. The opening and closing hours of the bar & restaurant is subject to changes by the Management Committee if necessary.



3.OFFICE HOURS
Mondays to Fridays9.00am to 5.00 pm

4.POSTING OF NOTICES
No notices or advertisements shall be posted in the notice board of the Association or any part of the premises except with the permission of the Hon. Secretary or the President.

5.PERSONS UNDER THE AGE OF 18
Persons under 18 years of age shall not be served with and are not permitted to consume alcoholic beverages or smoke in the Association premises. In addition they are not allowed to sit at any of the Bar Counters. These persons shall also be prohibited entry into the Main Bar unless accompanied by their parents or an adult member and cannot take part in any gaming activity. Such a person under 18 years of age shall at all times be accompanied by their parents or an adult member only until 8.00pm.

6.DRESS CODE
In the Club House male members shall generally dress in an appropriate manner. The wearing of sleeveless and collarless T-shirts, shorts and slippers are prohibited in the Main Bar. Ladies are expected to maintain a decent style of dressing. Indian traditional dresses are permitted. Sports attire is permitted in the Bar & Restaurant until 8.30 pm.

7.LOSS OR DAMAGE
No member for any reason whatsoever shall take away or permitted to be taken away from the Association premises or shall injure or destroy any newspaper, periodicals or other properties of the Association.
Any member breaking or damaging the properties of the Association shall pay for the cost of replacement or repairs to the same to the satisfaction of the Management Committee, failing which Disciplinary Action will be taken.

8.PERSONAL BELONGINGS OF MEMBERS & GUESTS
The Association does not in any circumstances accept responsibility for the loss of money and valuables and for the damage to any property brought into the Association premises by any member and / or his guests.

9.PROHIBITED GUESTS
No member shall at any time introduce as guests any person who has been expelled, suspended or defaulted from the Association or whose application for membership has been unsuccessful

10.UNDESIRABLE ACTIVITIES
Consumption of illicit or dangerous drugs or gambling on the premises and the introduction of undesirable activities and persons of bad character into the premises of the Association are strictly prohibited.

11.STAFF
No member and / or guest shall interfere with or obstruct the staff and authorised persons in the performance of their duties which include the enforcement of the Rules and Bye-Laws of the Association.

12.RADIO/MUSICAL INSTRUMENTS
No radios, recording or musical instruments may be brought into the Associations Club House except with the prior approval of the Hon. Secretary or the President.

13.MISBEHAVIOUR
Any form of misbehavior or causing of nuisance including singing or banging of materials in the Association premises is strictly prohibited except any entertainment, band and usage of musical instruments as approved by the Management Committee.

14.COMPLAINTS
Any complaint against a member shall be in writing and brought to the notice of the Management Committee through the Hon. Secretary and the Management Committee shall deal with the matter as it shall deem fit.

15.OUTSIDE FOOD & BEVERAGES
No food or beverage of any kind shall be brought into the Association premises except with the prior approval of the Management Committee.

16.PETS & ANIMALS
No pets or animals shall be allowed in the Association premises.

17.GUESTS
No person who is not a member shall be allowed into the Association premises as a guest for more than 3 times in a month by any member.

18.PRICES
The Management Committee shall from time to time fix charges for food, drinks, and the use of amenities and facilities of the Association and members shall pay such fixed charges.


19.CAR PARK
Leaving any vehicle unattended in the porch or obstructing the entrances to and exits from the Car Park shall not be permitted. Vehicles shall only be parked in the marked bays.

20.ELECTION TO THE COMMITTEE
Any member intending to have him self elected to the Management Committee must be a member of the Association for a continuous period of at least six (6) calendar months prior to the date of the general meeting in which the election is held.

21.NON – SMOKING ZONE
The Bar & Restaurant area and the lobby area has been declared as a ‘Non - Smoking Zone’ with effect from 1st May 2007. No member or guest shall at any time be found smoking in these arrears. The Darts room has been declared as a ‘Non Smoking Zone’ effective from 1st February 2010.

22.DISCIPLINARY ACTION
Any member who acts or conducts himself to the detriment of the Association in any manner whatsoever whereby the Association’s reputation is affected or likely to be affected shall be liable to be subjected to serious disciplinary action including expulsion as a member.

23.MEMBERS UNDER SUSPENSION
No member under suspension pending any disciplinary proceedings or under suspension for any other reason shall enter the premises of the Association unless otherwise allowed in writing by the Management Committee for any specific purpose.

24.STANDING ORDERS
(i) The Management Committee shall from time to time make and amend Standing Orders to regulate and expedite the conduct and smooth running of the proceedings in any Annual General Meeting or Extraordinary General Meeting of the Association.
(ii) Such Standing Orders shall be brought to the notice of the members before the meeting commences by affixing a copy thereof in a conspicuous place where the meeting is conducted or by any other means.
(iii) At any such meeting the President or anyone chairing the meeting shall appoint a Standing Orders Committee of at least three persons to assist him to enforce the Standing Orders.
(iv) No member in attendance at any such meeting shall set in violation of any of the Standing Orders.

25.DAY MEMBERS
Non members, who are signed in as guests by members will be considered as day members for that particular day only and will be levied a charge of RM10.00 per visit. This is a privilege only for the bar and restaurant and is applicable on band days only.

26.ADDITIONAL BYE – LAWS
The Management Committee reserves the right to introduce any additional bye-laws for the purpose of the orderly and efficient running of the Association and the maintenance of discipline and such new bye-laws shall be informed by news-letter or displayed in the notice board.
